The Theoretical Foundations of the Concepts of \u00abDefence Procurement\u00bb and \u00abSystem of Defence Procurement (Acquisition)\u00bb as Components of the Economic System of the Country<\/h2>\n

Abstract. Introduction<\/strong>. Due to the political situation of these days, one of the priorities of Ukraine is to ensure an adequate level of the national security and defence capability of our country that is impossible without a properly organised defence acquisition system, which is a part of the national economy. The objective complexity of the defence acquisition system requires the definition of its universal methodological principles and approaches.<\/p>\n

Purpose<\/strong>. The purpose of the article is to analyse the regulation vision, scientists` and practitioners` visions on the concept of \u00abpublic procurement system\u00bb, \u00abpublic procurement\u00bb, \u00abaward (state order)\u00bb to distinguish the concept of \u00abdefence (acquisition) procurement\u00bb as part of the public procurement system, developing the author’s vision of the concepts of \u00abdefence (acquisition) procurement\u00bb and the \u00abdefence acquisition system\u00bb, as well as the generation of objects and entities of the defence acquisition system for further investigation of the mentioned above system which is part of the economic system of the country.<\/p>\n

Methodology<\/strong>. The methodological basis of the article is the complex of methods, including methods of scientific cognition, analysis and synthesis, systematisation and scientific abstraction. The informational basis of the conducted research is the regulation acts, scientific works of the domestic and foreign scientists in the sphere of procurement, award and defence acquisitions.<\/p>\n

Results<\/strong>. In the article, was analysed the regulation vision and scientists` visions on the concepts of \u00abpublic procurement\u00bb, \u00abaward (state order)\u00bb, \u00absystem of public procurement\u00bb. It was determined that the categories \u00abpublic procurement\u00bb and \u00abaward (state order)\u00bb are interrelated but not identical. The emphasis of the research was focused on the study of \u00abdefence procurement\u00bb as part of the \u00abstate defence order. As a result was given the author’s vision of the concepts of \u00abdefence (acquisition) procurement\u00bb, \u00abdefence acquisition system\u00bb and were identified subjects and objects of the defence acquisition system.<\/p>\n

Conclusions<\/strong>. The problem of the formation of an efficient defence acquisition system is one of the up-to-date for the countries over the world, and the conceptual apparatus which was generalised in this research is the basis for further study of the defence acquisition system to create approaches to potentially a robust defence acquisition system and strengthening the national economy.<\/p>\n
