Global Trends in the Development of Voluntary Health Insurance: Analysis of Costs, Risks and Use of Medical Services<\/b><\/p>\n

Abstract. Introduction<\/i><\/b>. Voluntary health insurance has emerged as a critical component of healthcare financing systems worldwide, particularly in contexts where public healthcare resources are limited. This research addresses the urgent need to understand global trends in VHI development, particularly in terms of cost dynamics, risk management, and healthcare utilization patterns, which are essential for developing effective insurance strategies in emerging markets like Ukraine<\/span><\/i>.<\/span><\/i><\/p>\n

Purpose<\/i><\/b>. The study aims to investigate global trends in voluntary health insurance development through comprehensive analysis of costs, risks, and medical services utilization to formulate scientifically grounded recommendations for VHI market development in Ukraine.<\/span><\/i><\/p>\n

Results<\/i><\/b>. The study identifies four key macrotrends in global voluntary health insurance development through systematic analysis of international empirical data. The research establishes that global voluntary health insurance development is characterized by the convergence of sustained medical cost growth, disease structure rejuvenation, proliferation of expensive innovative treatments, and rapid digitalization of medical services. The analysis reveals a dual effect: intensified financial pressure on insurers, employers, and households alongside enhanced value of voluntary health insurance as a tool for catastrophic cost protection. The study demonstrates that traditional cost-shifting approaches to insured individuals are insufficient and require transition to sophisticated risk management models combining preventive measures, targeted limits for high-cost diseases, and digital solutions. Strategic recommendations for Ukraine were formulated, emphasizing the need for mixed financing models adapted to national conditions and wartime challenges rather than mechanical copying of foreign approaches.<\/span><\/i><\/p>\n

Conclusions<\/i><\/b>. Global trends in voluntary health insurance development are characterized by the convergence of sustained medical cost growth, rejuvenation of disease structure, proliferation of expensive innovative treatments, and rapid digitalization of medical services. This creates a dual effect: on one hand, increased financial pressure on insurers, employers, and households, and on the other hand, enhanced value of VHI as a tool for catastrophic cost protection and improved access to quality healthcare. For Ukraine, facing wartime and post-war challenges, this global trend presents both threats related to rapid medical cost inflation and opportunities for accelerated transition to more digitized, preventive, and catastrophic cost-focused VHI segments.<\/span><\/i><\/p>\n
