Stimulating Citizen Engagement in Decision-Making Processes through Digital Platforms<\/b><\/p>\n

Abstract. Introduction. <\/i><\/b>In the era of global digital transformation, the paradigm of public administration is undergoing fundamental changes, shifting from traditional bureaucratic models to inclusive digital ecosystems. For local communities, digital technologies have evolved from auxiliary tools into a core institutional resource that ensures viability and resilience under conditions of uncertainty and external shocks. However, the mere presence of digital platforms does not automatically guarantee high levels of citizen engagement. This creates a significant scientific and practical problem: the gap between technological availability and actual civic participation (e-participation), which is particularly acute in the context of ensuring sustainable community development through modern “innoving” strategies.<\/span><\/i><\/p>\n

Purpose<\/i><\/b>. The aim of this study is to conceptualize the role of digital technologies in local governance and to develop a comprehensive model for stimulating citizen engagement in decision-making processes. The research focuses on identifying systemic barriers to digital interaction and substantiating a multi-level mechanism to overcome these obstacles to ensure the sustainable development of territorial communities through the prism of continuous adaptive development of management processes.<\/span><\/i><\/p>\n

Results<\/i><\/b>. The study identifies digital technologies as an interactive environment that provides barrier-free access for residents to agenda-setting and monitoring municipal initiatives. A multi-level classification of digital platforms has been proposed, where each group \u2014 from official municipal portals to specialized ecosystems like DREAM \u2014 performs a specific role in supporting community resilience. The research reveals that the effectiveness of digital tools is hindered by three groups of barriers: the digital divide, institutional inertia, and a crisis of trust. To overcome these barriers, the author has developed a “Comprehensive Model for Stimulating Civic Participation,” which integrates technological (omnichannel and gamification), institutional (regulatory validation and closed-loop feedback), and socio-psychological (e-democracy ambassadors and visualization of social effects) mechanisms.<\/span><\/i><\/p>\n

Conclusions<\/i><\/b>. The study concludes that digital technologies act as the “nervous system” of a sustainable community, supporting its economic and social vitality. The implementation of the proposed model ensures a transition from formal presence in the digital space to meaningful e-participation. This generates strategic advantages: strengthening institutional legitimacy of local self-government, intensifying investment processes through radical transparency, and consolidating social capital. These elements are recognized as critical conditions for the self-recovery and sustainable progress of communities in the face of modern challenges.<\/span><\/i><\/p>\n
