Implementation of the concept of added academic value in the foreshortening of the economy and society of knowledge

Introduction. The transition to a knowledge economy should ensure that the world’s access to a fundamentally new level in state, society and economy management systems, that is, the transition to a knowledge society. Increasing the attention of academic and pedagogical circles to the academic ratings of all levels of education, as well as the constant discussion of the results of training and employment of graduates of educational institutions, has given rise to a real interest in the assessment of academic added value. Procedures for assessing the academic added value remain extremely complex. The uniqueness of this instrument, at the level of the main consumers of educational services, and at the national economic level remains unquestionable. Unfortunately, among the domestic experts and scientists there is an uncertainty about the possibility of economic approaches in the processes of innovation transformation and increasing the competitiveness of the education system. However, this approach should be considered as one of the untapped potential sources of prosperity and independence of the Ukrainian state as a whole.

Purpose. Conduct a comprehensive and critical analysis of external and national experience in the development and transformation of educational services as a competitive knowledge economy. To analyze the features and benefits of the concept of added academic value for using this innovative tool as a means of increasing the competitiveness of domestic educational services by actors of global knowledge and labor markets.

Results. With the creation of increased requirements for the effectiveness of the national education system, its accountability to the state and society, scientists are actively developing and implementing tools for evaluating its effectiveness on the basis of the notion of academic added value. Each system or institution can be evaluated from the point of view of the effectiveness of the use of funds spent by the state on education for a certain period on the basis of values that directly or indirectly indicate significant changes in the quality of objects of influence. Quantitative analysis of the academic added value is complicated by a number of reasons, such as determining the required standards for which assessment is being carried out, the impact on the added value of the specifics of specific educational programs and learning methods, along with other latent external factors. The model of added academic value can be used to assess the amount of knowledge and skills of students or graduates, educational institutions in the period of study in a separate educational institution. It can also be said about the quality of the national labor market, when the assessment of the quality of professional training for the national economy is formed on the basis of the assessment of the added academic value on a nationwide scale. Estimation of added academic value is based on models of regression analysis, which is actively used by scientists in the tasks of recognition and identification of objects of various nature.

Conclusions. It is proved that the model of the academic added value can be successfully adapted taking into account Ukrainian realities as a methodology and applied tool for increasing the competitiveness of educational services subjects in the context of globalization of knowledge and labor markets.
