Prospects for the Use of Electronic Digital Signature by Government Authorities and Agencies
Abstract. Introduction. Article is devoted to the possibilities of using digital signature in electronic documents of government authorities. The advantages of using digital signature are analized. The study was conducted to analyze the peculiarities of the use of electronic digital signature by government agencies.
Purpose. The main purposes of the article are to analyze the current state of the use of electronic digital signature in the public sector and to consider the prospects of the introduction of electronic digital signature by government authorities and agencies.
Results. The use of information technology increases productivity and in this process, many tasks are solved. Electronic digital signature is one of the technologies most promising for ensuring greater coherence in government authorities. All perspective of use electronic digital signature can be used to improve efficiency of work of government authorities and agencies.
Conclusions. Based on analysis of specific features of the legal regulation of use of electronic digital signature by government authorities and agencies, it was concluded that there are favorable conditions for widespread application of electronic digital signature in Ukraine. One of the most important strategic goals, which modern conditions have put before our government authorities and agencies, is the search for opportunities to take action to reduce timing of document processing which lead to quick decision-making. The use of electronic digital signature makes it possible to improve the work of government agencies through: optimization of workflow by application of electronic workflow system (reducing the time of processing, preparing, signing and sending the documents to minutes and improving efficiency); a public e-procurement system (in e-procurement system Prozorro there are electronic documents are mainly used, the customer should attach electronic digital signature for publication of documents purposes). The results and main achievements of the research can be used by public authorities.
