Aims and Scope

The Electronic Scientific Edition on Economics «Modern Economics» was founded by the scientific council of the Mykolaiv National Agrarian University (protocol No. 5 of December 27, 2016).

The Electronic Scientific Edition on Economics «Modern Economics» is included in the updated List of Professional Electronic Editions for the Economic Branch of Sciences (Order of the Ministry of Education and Science of Ukraine No 1218 from 07.11.2018).

The Editorial Board of the Electronic Scientific Professional Edition on Economics “Modern Economics” has certain requirements for the acceptance and publication of articles in the journal. These norms are determined by the standards of quality adopted in the scientific community.

While developing the publishing policy of the Electronic Scientific Edition of “Modern Economics”, the Editorial Board followed the recommendations of the Committee on Ethics of Publications – Committee on Publication Ethics (COPE), those of the Ethics Code of Scientists of Ukraine, the foreign and Ukrainian professional community, scientific organizations and editorial boards.

We invite papers in the following specialties:

Open access policy

«Modern Economics» is an open access scientific journal, which means that all content is freely available without charge to the user or his/her institution. Users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the articles in this journal without asking prior permission from the publisher or the author. This is in accordance with the BOAI definition of open access.

The electronic edition allows the authors to hold the copyright without restrictions and to retain publishing rights without restrictions.

Reviewing and Checking for Plagiarism

Materials which are submitted for publication in Electronic Scientific Professional Edition on Economics «Modern Economics» must pass an anonymous review, a check for plagiarism, and be recommended by Academic Council of the Mykolayiv National Agrarian University before publication.

Ethical Obligations of Editorial Board

The main motivation of the Editorial Board is the objective to enrich the society of science with new knowledge. Therefore, the greatest reward is the achievement of truth and recognition of the scientific community.
Editorial Board’s work follows the rule, that they publish the scientific results of the articles in which authors have found the most acceptable ways of decision of the investigated problem taking into account the adequacy and economic justifying and these ways are presented objectively.
The Editorial Board provides impeccable honesty and transparency in all stages of forming the electronic scientific edition on economics “Modern Economics“ and considers unacceptable manifestations of fraud, including fabrication and falsification of data, plagiarism and piracy. Unacceptable is interference in the scientific process of government institutions and their governing persons and biased influence on the nature of the study of obtained data and the conclusions which are made in research.
The editorial staff carries no responsibility to authors and / or the third person and organizations for the possible loss caused by the publication of the article. The Editorial Board has the right to withdraw already published article, if it will turn out that in the process of her writing somebody’s rights or generally accepted norms of scientific ethics were broken. An exception would be an Editorial Board reports to the author, who presented the article, and organizations, where the work was executed.
The Editorial Board’s objective to the fullest use of the results of authors` work in the electronic scientific edition on economics “Modern Economics” in the interests of society and environmental and cultural and historical inheritance preservation.
The Editorial Board notes that research should in no way offend the dignity, go against human rights, cause harm to surrounding environments.
Editorial Board has the right and obligation to protect scientific priority of the electronic scientific edition on economics “Modern Economics“, however, permission of the publication of the article, that contains inaccurate and unconvincing scientific results which are known in advance, with the aim to achieve the priority is unacceptable.
Editorial Board recognizes the international and national law on copyright and draws attention to the fact that scientist can use information from any publications which provides the source points and draws a clear line between their own data and other achievements.
Editorial Board conforms to the rules that borrowing for its own publications any texts, photos, figures, tables, charts, formulas etc. needs according to existing rules permit of the author and / or publisher.
When publishing the results of scientific research in the electronic scientific edition on economics “Modern Economics“, was conducted by the group of scientists, that all, who took the creative part in work, must be marked as authors; in case of necessity their personal contribution can be marked. Only real creative contribution to the scientific work can serve as a criterion for authorship. Giving the authorship of scientific work to another person, or taking authorship or co-authorship and especially its demand are unacceptable.
Editorial Board notes that the scientist should not repeat his scientific publications to increase their number. If the promotion of scientific achievements expedient publication of the same in various journals, the author has to inform the editors about the fact of its publication in other journals.

Ethical Obligations of Reviewers

Scientific reviewer should act only in the sphere of his competence, according to his knowledge and experience.
A reviewer must express his opinion in relation to the scientific article and scientific achievements of colleagues honestly, clearly and impartialy. Preparation of objective and critical conclusion must be examined as a duty to perform from which the scientist has no right to deviate.
The scientist is personally responsible for fair and objective assessment of the presented scientific article. Playing the role of a reviewer, a scientist must be impartial.
While reviewing the statements and criticism, scientist should adhere to the principles of equality, actual validity and reliability. The principle of equality guarantees equal rights to all participants of scientific discussion or debate, regardless of academic degrees and titles. The principle excludes actual validity of biased criticism. The principle of authenticity forbids any twisting with the aim of humiliation or discreditation.
During realization of criticizing, scientist must adhere to principle of confidentiality, keep independence and not to fall to pressure at preparation and taking away of conclusions.

Ethic Obligations of Authors

The main responsibility of the author is to present an accurate report of the study, as well as an objective discussion of its significance.

Authors are fully responsible for the content of the articles and for the fact of their publication.

Initial reports of research results must be sufficiently complete and contain the necessary links to available sources of information.

The author should cite those publications that have a decisive influence on the content of what is taught and those that can quickly acquaint the reader with earlier works, essential for understanding the study. Except surveys to minimize citing work that is not directly related to the message. The author is obliged to conduct literature search to find and cite the original publication, which describes the study closely connected with the message. It is also necessary to specify the appropriate source of critical materials used in this work if these materials were not obtained by the author.

Any unusual hazards appearing during an investigation should be clearly identified in a manuscript reporting the work.

Fragmentation of research reports should be avoided. A scientist who has done extensive work on a system or group of related systems should organize publication so that each report gives a well-rounded account of a particular aspect of the general study.

It is improper for an author to submit manuscripts describing essentially the same research to more than one journal of primary publication. It is generally permissible to submit a manuscript for a full paper expanding on a previously published brief preliminary account (a “communication” or “letter”) of the same work. However, at the time of submission, the editor should be made aware of the earlier communication, and the preliminary communication should be cited in the manuscript.

An author should identify the source of all information quoted or offered, except that which is common knowledge. Information obtained privately, as in conversation, correspondence, or discussion with third parties, should not be used or reported in the author’s work without explicit permission from the investigator with whom the information originated. Information obtained in the course of confidential services, such as refereeing manuscripts or grant applications, should be treated similarly.

An experimental or theoretical study may sometimes justify criticism of the work of another scientist. When appropriate, such criticism may be offered in published papers. However, in no case is personal criticism considered to be appropriate.

The co-authors of a paper should be all those persons who have made significant scientific contributions to the work reported and who share responsibility for the results. An administrative relationship to the investigation does not of itself qualify a person for co-authorship (but occasionally it may be appropriate to acknowledge major administrative assistance). The author who submits a manuscript for publication accepts the responsibility of having included as co-authors all persons appropriate and none inappropriate. The submitting author should have sent each living co-author a draft copy of the manuscript and have obtained the co-author’s assent to co-authorship of it.

The authors should reveal to the Editorial Board of the journal any potential competing interest (e.g. consulting or financial interests of any companies) that might be affected by publication of the results contained in the authors’ manuscript. Authors should not have any personal significant financial interest and employment or other relationship with entities that have a financial or other interest which can affect the results described by the manuscript.
