General Theoretical Approaches to Improving the Efficiency of Property Management of the Territorial Community as a Guarantee of its Economic Development
Abstract. Introduction. The main task of local governments is to provide the greatest possible benefit to the local community. However, the municipality is not able to cover all areas of people’s lives. In addition, their lives mainly depend on the objects, which, in turn, do not depend directly on the authority of the Council (urban, town, village). Accordingly, first, there is a need to improve the economic tools of property management of the territorial community.
Purpose. Based on the above purpose of this article is a theoretical justification for the practical use of specific economic instruments that can be recommended to achieve the priority goals of economic development of the territorial community
Results. Topical issues of financial and economic policy of territorial communities are identified. Theoretical approaches to the definition of basic concepts are analyzed. Problems in the field of property management of the territorial community have been identified. The importance of communal property to meet the needs of the territorial community is determined. The expediency of using the most important tools by local authorities, such as regulation and development of municipal infrastructure, finance and marketing, land and property management, has been proved. Ways to improve the management of the property of the territorial community are proposed. Economic tools have been developed to achieve the goals of economic development. We found that for successful economic development, the local community must provide businesses with such services that are vital in the day-to-day operations of businesses: telecommunications services; providing the necessary labor force; providing the necessary premises for offices with the prospect of expansion for the development of the company; assistance from local authorities. In order to develop any of the service sectors, the community should improve the quality of the workforce and the education system and implement other measures to increase competitiveness.

Promising areas of further research in our chosen area of research may be a theoretical justification for the feasibility of expanding the economic powers of local communities, the relationship between the effectiveness of property management and valuation activities, the study of foreign experience.
