Program-Targeted Approach to Managing the Financial and economic Security of Enterprises Producing Building Materials in Conditions of Uncertainty
Abstract. Introduction. The article presents a program-targeted approach to management of financial and economic security of enterprises producing building materials in conditions of uncertainty. The basis of specific means of management of operational and financial processes in conditions of uncertainty, aimed at implementation of complex target programs, with application of the principles of financial management in relation to the set of objects (indicators of stable financial condition and economic growth), which are subject to balancing, on the basis of development of construction business entities in the short and long term, is determined.
Results. The criteria for effective implementation of the program-target approach in the practice of management of financial and economic security of enterprises producing building materials at the current stage of uncertainty are presented. The procedure of formation of a system of program-target management of financial and economic security of enterprises producing building materials in conditions of uncertainty is formed. The goals and program measures of management of financial and economic security of enterprises producing building materials are studied according to the variable elements of operational and financial activities, technical and technological, personnel and information components, which systematically ensure increase in value of construction business entities, as a complex, multi-level process of transformation of aggregate capital into a positive result of viability of enterprises.
Conclusions. A model of value optimization of enterprises producing building materials in interaction with stakeholders interested in ensuring a harmonious combination of financial and economic, environmental and social spheres of management of financial and economic activities of construction business entities is presented. It is proposed to form the value of enterprises taking into account the aggregate interests of stakeholders, from the perspective of resource relations and their expectations regarding the receipt of benefits from the targeted use of financial opportunities in the operating cycle and reducing the length of the credit cycle, based on the correspondence of actual results to expected ones, in order to maximize the future value of capital.
