Methodological Basis of Researching Communication Policy in the Sphere of Budgetary Process Management at the Regional Level
Abstract. Introduction. In the current context of socio-economic transformation and decentralization of power, the management of the budgetary process at the regional level requires new approaches to organizing interaction between public authorities, civil society, business, and other stakeholders in the public sphere. One of the key factors ensuring the efficiency and transparency of the budget process is communicative policy, which is becoming increasingly relevant as a tool to enhance public trust in authorities, legitimize managerial decisions, and achieve the strategic goals of regional development.
The purpose of this article is to substantiate the methodological foundations for studying communicative policy in the sphere of regional budget process management and to develop a conceptual approach to analyzing interaction among budget process actors through the prism of communication. The article argues that in the modern context, the budget process is not only an economic and legal mechanism but also a social and communicative system, in which effective interaction among key actors determines the level of legitimacy, effectiveness, and efficiency of budgetary decisions. The main components of communicative policy in the regional budget process are identified.
Results. A methodological toolkit for assessing communicative interaction among the actors of the budget process in the regions is proposed, which includes: target benchmarks; actors; communication channels; tools; and expected outcomes. Special attention is paid to evaluating the effectiveness of communicative policy implementation and developing indicators for its monitoring. The authors have developed an algorithm of interaction among communication actors in the budget process and demonstrated that only an integrated, system-communicative approach can ensure effective public finance management at the regional level, taking into account the interests of all participants in the budget process.
Conclusions. The implementation and improvement of communicative policy mechanisms at the regional level will contribute to enhancing transparency, government accountability, and citizen engagement in the processes of forming, implementing, and evaluating budget policy.
