Analysis of the State Regulation Effectiveness in Agricultural Production
Abstract. Introduction. The article focuses on the effectiveness of the state regulation of the production of agricultural products prior to the war in Ukraine, during the war, and on the problem of restoration of the agricultural production. The positive tendency in the development of the agricultural production, observed until 2022, was identified, as well as the main problems of the pre-war state regulation of the agricultural production, which hindered the further development of the industry. The military aggression of the russian federation makes it impossible to export significant stocks of agricultural products to other countries, which results in the global food crisis. Therefore, such a military-political situation requires decisive steps to involve other enlightened leaders of partner countries in this process. The issues of overcoming the problems of the industry in the conditions of the war and post-war period regarding investments in the construction of the irrigation system, increasing the production of agricultural products with high added value, reclamation of war-damaged lands, increasing the production of livestock products are emphasized.
It was determined that legislative initiatives on state regulation of agricultural production should provide support, development and safe operation of such a vital industry as agriculture, which is intended to provide the population with food and raw materials for industry.
Purpose. The purpose of the study is to evaluate the state regulation of agricultural production and its effectiveness before military actions on the territory of Ukraine, during such actions, and to determine the main directions for restoration of agricultural production.
Results. The effectiveness of state regulation of agricultural production in pre-war and war time is revealed, and further major directions for the recovery of one of the main branches of the Ukrainian economy, such as agriculture, are determined. The idea of the state regulation of the costs of the enterprises, which was initiated by the developed foreign countries, and the best experiences of the United States of America are emphasized. On the basis of the research results the consequences of the world food crisis caused by the military aggression of the russian federation are determined. It is also noted that the effectiveness of state regulation of agricultural production should be based on a legislative initiative, taking into account the positive experience of developed foreign countries.
Conclusions were drawn regarding the necessity of effective state regulation of the agricultural production, taking into account the Ukrainian export policy, in order to mitigate the consequences of the world food crisis caused by the military aggression of the russian federation. The involvement of sensible leaders of the partner countries is necessary to solve the problem of further uninterrupted supply of grain products from Ukraine, to minimize the world food crisis, and to stabilize the military-political situation.
