Business Lending: Programs to Support the Economy During Martial Law
Abstract. Introduction. Modern conditions in Ukraine haves created new challenges for doing business, forcing companies to adapt to increased risks and limited access to financial resources. Under such circumstances, enterprises must actively seek alternative financing channels and sources of support for liquidity and ensuring business continuity. Therefore, the implementation of adapted financial and credit mechanisms becomes crucial to support and strengthen business resilience. Among these tools are specialized credit programs, grants to support innovation, and preferential financing schemes that allow enterprises to function and develop even in crisis conditions.
Purpose. The purpose of the study is a comprehensive analysis of the current state and prospects for the development of the bank lending market in Ukraine under martial law.
Results. The article examines the issue of business lending under martial law. The main programs of economic support are identified, namely “Affordable Loans 5-7-9” and grant programs. The dynamics and structure of targeted lending within the framework of the State Program “Affordable Loans 5-7-9” are considered. The main characteristics and features of modern bank lending are highlighted. The article also identifies the monetary policy of the National Bank of Ukraine and the main measures that significantly limit access to lending for businesses. The problems and risks and main barriers that increase inequality in business access to financial resources are investigated.
Conclusions. Among the main recommendations for further improving business lending, it is noted that the introduction of online platforms, mobile applications and electronic document management will increase the efficiency of banks, minimize errors related to the human factor and reduce the level of bureaucracy. It is necessary to create favorable conditions for long-term financing of investment projects. This involves improving legislation, developing the capital market, ensuring regulatory transparency and stability of the financial system.
