Conceptual Foundations and Principles of Forming a System for Managing Comprehensive Territorial Recovery
Abstract. Introduction. The system of comprehensive recovery management is a key approach to coordinating the economic, social and environmental aspects of post-crisis territorial recovery. It includes strategies for infrastructure development, community engagement, and governance; however, the prioritization and development of recovery plans remains a topic of debate, as there is still no unified vision for the development of regions and communities.
Purpose. The purpose of this article is to analyze the conceptual foundations and principles of forming a comprehensive recovery management system, with a focus on integrating economic, social, and environmental aspects.
Results. The research focuses on the challenges of territorial recovery in Ukraine during wartime, highlighting in particular the absence of a national recovery plan and its consequences for communities and stakeholders. It finds that in the absence of a unified recovery plan, the initiative often comes from the communities themselves, which develop their own recovery plans with the involvement of local councils and civil society. These plans become the basis for coordinating different sectors and actions in the absence of clearer government strategies. The importance of comprehensive spatial development plans for territorial communities is substantiated as a new type of documentation that allows for the integration of different aspects of territorial development – urban planning, land use and infrastructure.
The article presents a conceptual understanding of “comprehensive recovery management”. It is defined as a multidimensional process aimed at coordinating, planning, organizing and controlling recovery efforts in areas that have suffered significant damage or degradation due to war, natural disasters or other catastrophes. This process involves the integration of various economic, social, and environmental sectors, as well as the active participation of stakeholders to achieve sustainable recovery. The main components of such management include restoration of infrastructure, rehabilitation of social institutions, economic revival and environmental stabilization. The effectiveness of the management depends on the establishment of an appropriate legal framework, the provision of financial support, and the involvement of the public in the decision-making process to ensure the harmonious and sustainable development of the territories in the long term.
The author outlines the key principles on which the system of comprehensive recovery management is built, including: immediate start and gradual scaling up, ensuring equitable welfare, EU integration, rebuilding at a higher level, stimulating private investment and entrepreneurship, ensuring resilience and inclusiveness, and supporting regional development. These principles ensure the integration of social, economic, environmental and infrastructural aspects of the reconstruction process, taking into account regional specificities and the interests of different population groups, making the process more flexible, resilient and oriented towards long-term territorial development.
Conclusions. The conceptual analysis of the Comprehensive Recovery Management System shows that its effectiveness largely depends on the integration of different aspects: economic, social and environmental. In the context of the current war situation in Ukraine, the importance of such an approach only increases, as communities have become the primary actors initiating and implementing recovery plans at the local level.
