Digitalisation as a Factor in the Transformation of Labour Resources in the Public Sphere
Abstract. Introduction. In the context of the global digital transformation, the issue of optimising human resources in public administration systems at the regional level is becoming more and more urgent.
The digitalization of management processes requires a rethinking of the competencies, structure and strategic vision of civil servants. Regions, as the main implementers of public policy, face new challenges in adapting their labor potential to dynamic technological changes, limited resources and increased public expectations regarding the quality and accessibility of services.
Purpose. The purpose of the study is to study the impact of digitalisation processes on the labour resources of the public sphere, as well as to determine the directions of their adaptation and transformation in the context of digital changes.
Results. Based on the Digital Transformation Index of Territorial Communities of Ukraine, disparities in digital development between different regions and communities were investigated. An analysis of the digital transformation of individual communities in the Mykolaiv region indicates significant unevenness in digital development between individual territorial communities. Some communities demonstrate high performance in certain areas, but comprehensive and balanced development of digital skills, infrastructure, economy and public services is observed only in isolated cases. The study emphasizes the importance of national and international programs (such as those of the Ministry of Digital Transformation, UNDP and the Government of Sweden) in building local digital potential. The key areas of transformation are the digital economy, e-services and the development of digital competencies among personnel.
Conclusions. Digital transformation is not only about technology, but above all about people and their ability to adapt and innovate. Strengthening the capacity of regional governance structures to work in a digital environment is a prerequisite for sustainable and inclusive development.
