Directions for Optimizing the Policy of Attracting Young Migrants by EU Countries
Abstract. Introduction. The changing population structure of European Union countries is due to demographic aging, migration flows, and international conflicts and wars. These transformations require adapting to new realities, systematically analyzing the state of intellectual capital, and forming a strategy for creating sustainable intellectual potential in the EU while rationally using available resources.
Purpose. The study aims to analyze successful practices for integrating young migrants into the economic systems of European countries, identify promising components of these practices, and suggest ways to improve the process of attracting young migrants to EU countries.
Results. Young migrants often face several difficulties, including language and educational barriers, employment challenges, discriminatory attitudes in the host country, limited ability to protect their rights, residential segregation, and limited access to social services. They also encounter the specifics of migration legislation and asylum policies. To involve young people in developing the intellectual capital of EU countries, the ALMA initiative was launched. The initiative focuses on supporting socially vulnerable young people aged 18 to 29 who are not employed, enrolled in education, or receiving training, and who need to be integrated into the labor market. The NEET phenomenon is often attributed to the socio-economic development of countries, mismatches between educational programs and employer needs, cultural characteristics, and the individual characteristics of young people, among other factors. Highly skilled immigrants in Europe are often underutilized, which leads to a phenomenon called “brain waste.” Analyzing the experience of migration and integration policies is key to responsibly and effectively shaping future policies in this area. One effective means of developing the intellectual capital of EU countries, particularly through the involvement of young migrants, is creating Youth Migrant Centers. This network of permanent institutions in European Union countries aims to simplify the integration of young people into the economies of member states..
Conclusions. Directions for improving the formation and use of the EU’s intellectual capital include implementing a structural policy of migrant integration that takes a differentiated approach according to the needs of the labor market and the state’s strategic priorities.
