Epistemological approaches to the formation and Current Condition of Ownership at Territorial Communities

Abstract. Introduction. Urgent issues concerning the functioning of property in territorial communities are identified. Theoretical approaches to the definition of basic concepts are analyzed. Ways of improving the property management of the territorial community are suggested.

Results. Overview of problems of the functioning of property of territorial communities remains relevant for study by many domestic scientists.

The economic content of municipal property and the municipal economy is revealed through history, theory, and practice. With every change in political government in Ukraine, administrative reform has begun. The main problem is the duplication of the functions of local self-government bodies and local executive bodies – local administrations. Thus, the purpose of this article is to identify urgent problems in the field of property management of territorial communities and propose optimal directions of their solutions using as a basis a general theoretical analysis of their development and current conditions.

The article analyzes the concepts of “communal property” and “municipal property”; the historical development of municipal property; the local self-government in Ukraine; the peculiarities of realization of communal property rights; the concept of “urban economy”, the primary problems that directly affect the efficiency of municipal property management, the term of “property management”, etc.

The scientific novelty of the obtained results is the reason to study the history and analysis of the current condition of the ownership at territorial communities.

Conclusions. The practical significance of the obtained results is that due to the consideration of epistemological approaches to the property of the territorial community, in particular its appearance and development, it is possible to determine the peculiarities of municipal property, which differs from state and private property, to find out the peculiarities of management in this field, to focus on priority problems and optimal directions of their solution, which in the end directly affects the effectiveness of the evaluation activities.
