General Theoretical Approaches to Improving the Organizational and Economic Mechanism of Assessing the Efficiency of State Property Management
Abstract. Introduction. The problem of lack of assessment of the effectiveness of state property management leads to the loss of property management of economic entities, state bodies continue to be removed from the effective management of state property and there is a permanent state budget deficit.
Purpose. The purpose of this article is to investigate the prospects and ways of improving the valuation of public property management based on the evaluation of the market value of this property.
Results. In our opinion, the evaluation of effective activity should be carried out by the State Property Fund of Ukraine in the form of keeping an economic register on the effective activity of state-owned enterprises. It is suggested that the register can be used to collect data on the economic efficiency of state-owned enterprises; consideration and approval of the values of economic efficiency indicators of state-owned enterprises; assessing the achievement of approved economic efficiency indicators by state-owned enterprises; assessing the efficiency of managing state-owned enterprises; monitoring of market capitalization of company shares. The scientific novelty of the obtained results is a comparative analysis of the main management processes in the property valuation system and determination of priority directions for their improvement.
Conclusions. The general principles of expediency of introduction of the mechanism of estimation of efficiency of management of state property are determined. The main problems related to the lack of assessment of the effectiveness of property management are analyzed. It is substantiated that utility is a basic category in the assessment of state property. It is proved that optimization of the ownership structure is the most important prerequisite for ensuring economic uplift. Groups of methods of valuation of state property are systematized. It is emphasized that pivotal factors of enterprise value play a significant role in the valuation. Their identification is necessary first of all because the enterprise cannot work directly with the cost and it is forced to influence, for example, the satisfaction of customer requests, cost, capital investments, etc. Secondly, it is these cost factors that help business executives understand what is happening at all other levels of the organization and convey their plans and intentions. It is suggested that the performance evaluation be carried out by the State Property Fund of Ukraine.
