Implementation of European Experience in the Restoration of Ukraine’s Territories
Abstract. Introduction. The article establishes that the restoration of territories is a crucial element in improving all spheres of social life, ensuring economic stabilization, and integrating Ukraine into the European economic space. The consideration of European experience is an important component of Ukraine’s Recovery Plan.
Purpose. The purpose of the study is to examine European experiences and models of territorial recovery, as well as to identify strategically important steps for Ukraine’s restoration.
Results. A general assessment of direct infrastructure damage has been provided, as accounting for such damage within the reconstruction process is fundamental to the rational use of financial resources and strategic planning. The aspects considered in the recovery process have been explored, including physical reconstruction, the return of displaced citizens, mental and physical health, among others. Based on the study of scientific sources on the recovery of EU countries, the main characteristics of recovery models have been examined (e.g., the post-war recovery model of West Germany, which combined market mechanisms with social guarantees; the “Facing the Future” programs of the United Kingdom with elements of state monopoly regulation; and a series of national plans in France, etc.). It is substantiated that the implementation of the Recovery Plan will contribute to economic growth and improve the quality of life in Ukraine.
Conclusions. It is proven that the implementation of European experience will allow Ukraine to effectively address the challenges of recovery. Furthermore, the execution of Ukraine’s Recovery Plan, in alignment with the core principles of EU integration and the concept of “building back better,” will contribute to achieving the Vision of Ukraine as a strong European state, attracting foreign investment.
