Interaction Between Local Authorities and the Media as a Factor in Implementing Information Policy in Emergency Situations
Abstract. Introduction. The formation of the rule of law in Ukraine, the expansion of transparency, and the development of democratization put forward the task of government bodies, including local ones, to establish interaction between government bodies and the media in the event of the occurrence and elimination of emergency events and situations. Unfortunately, there are some cases where information is not provided on a timely basis at the local and regional levels. There are cases when relevant information is not always provided objectively or in full.
In the context of building a rule of law state, this negatively affects the timely provision of information to interested parties, such as city/regional authorities, managers of business entities, and the population who find themselves in the zone of influence of negative factors of emergency events and situations. Timely information is essential for making informed decisions on implementing preventive measures by executive authorities and civil defense units of the regional subsystem of the unified system of civil defense of the population and territories; conducting rescue and other urgent work to eliminate the consequences of emergencies. Information interaction significantly affects/complicates the preparation and submission to relevant authorities (state, regional, local) of relevant documents for compensation for losses from reserve funds.
Effective interaction between state authorities and the media is of particular importance for the legal education of the population, aimed at forming among citizens knowledge of laws, regulatory legal acts that are necessary for them in specific practical situations, understanding of the unity of rights and obligations, respect for laws, intransigence towards any offenses and refusal to fulfill their direct constitutional duties.
Purpose. Over the past decades, large-scale transformations have been taking place in all spheres of public life, including the formation of a single information space, which provides constant access to information and communication channels and makes the problem of interaction between state authorities and the media relevant, especially in emergency situations. Today, when the quality of life of a society is determined by the degree of its awareness and democratic consciousness, the question of the relationship between the state and the mass media takes on special importance.
Conclusions. Characterizing the main properties of the interaction between local governments and the media, we note that their cooperation is a system of coordinated and interconnected relations in terms of purpose, time, and place on issues of civil protection of the population and territories from emergencies of a natural and man-made nature. Both the mass media and local authorities perform different, but equally important, tasks for society. But well-established interaction between them, while ensuring freedom of speech and the best professional standards, will always be in the public interest, especially in times of emergency.
Analysis of the regulatory framework allows us to identify a number of principles that underlie the interaction of local governments and the media in preventing and eliminating emergencies. They still need to be investigated by the authors in the future.
