Managing the Social Sphere to Achieve Sustainable Development
Abstract. Introduction. Public management of the social sphere is characterized by a number of challenges arising both from the need to solve the social problems of the population, the development of social sectors for which local self-government is increasingly responsible, and compliance with environmental standards in the implementation of measures in this sphere.
Purpose. The purpose of the article is to study the current state of social sphere management to achieve sustainable development.
Results. The article examines the current problems of social sphere management, taking into account the transfer of powers to the local level for solving issues of local importance, providing quality social services. The dynamics of expenditures of the local budgets of the Volyn, Lviv and Rivne regions by functional classification is evaluated. The tendency to increase the financing of the security and defense sector has been identified, as a result of which the expenditures on health care, social security and protection of the population are reduced. At the same time, local budget expenditures on education, housing and communal services, and environmental protection have increased significantly.
Conclusion. The revealed trends of local budget expenditures indicate the complexity of management activities at the subnational level. Such trends indicate the complexity of local government activities. On the one hand, there is an urgent need to protect the most vulnerable segments of the population and to provide them with quality medical services and social assistance, which were significantly reduced under martial law. On the other hand, there is a need to preserve the environment and finance activities in the field of ecology. The latter, in particular, can be financed by transferring taxes to the local level (50% of the rent for the special use of forest resources, water, 25% for the use of subsoil). The above indicates the existence of contradictions in the management of the social sphere, which consists in the simultaneous need to direct funds both to meet the basic needs of the population and to protect the environment. Therefore, further research should be directed to the search for solutions that can determine the priorities of directions of state policy in the social sphere.
