Mechanisms of Financing and Public Participation in Implementing Security Measures at the Local and Regional Levels
Abstract. Introduction. The study focuses on analyzing mechanisms for financing security initiatives at various levels of governance in communities. It examines the features of planning and incorporating security projects into local and regional budgets, as well as state programs, particularly through the State Fund for Regional Development. The role of the public budget, programs supporting social initiatives, and social procurement mechanisms in providing financial support for security measures is identified. Particular attention is paid to the procedure for justifying initiatives, including assessing community requests, analyzing risks and benefits, and calculating project budget requirements.
Purpose. The aim is to examine the mechanisms of financing and public participation in implementing security measures at the local and regional levels, and to determine their role in enhancing the effectiveness of security policy implementation. The study analyzes modern approaches to budgetary support for security initiatives, and explores the potential of public participation tools, including public budgets, social procurement, and civic initiatives, in the implementation of security measures. Attention is also given to identifying ways to improve interactions among local governments, state institutions, and the public to enhance the efficiency of financing and implementing security programs.
Results. The study finds that effective implementation of security initiatives requires community-supported proposals, including surveys, risk-benefit assessments, and substantiated financial calculations, granting them the status of full-fledged public projects. Incorporating these initiatives into dedicated budget programs approved by local government bodies, or amending existing programs, ensures funding. Additional financing sources include donor programs, public-private partnerships, and the State Fund for Regional Development. Budget calculations are crucial to justify costs and support effective planning.
Conclusions. Successful implementation of security initiatives at local and regional levels depends on structured planning, active public participation, and coordination between local governments, state institutions, and communities. Recommendations include early lobbying of proposals, inclusion in targeted budget programs, utilization of public participation tools, and engagement of external funding sources to ensure sustainability and efficiency..
