Mechanisms of Reforming Public Administration Practice in the Context of the Theory of new Public Management
Abstract. Introduction. New Public Management is a new direction in the theory of public administration, perceived as an institutional renewal and a challenge to public administration in new conditions. Started in Australia, New Zealand, the United States of America and Great Britain, New Public Management has spread to the countries of the European Union, leading to the reform of public administration aimed at increasing the efficiency and quality of public services. Based on the idea of “offloading the functions of the state”, it is characterized by the radicality of transformation processes, flexibility of the organization and focus on the benefit of citizens. In Ukraine, the direction of new public management is only beginning to be developed, which, in turn, actualizes the importance of studying the leading European experience with the aim of further using it to reform the practice of domestic public administration.
Purpose. The main goal of the study is to identify the features of the reform of the public administration system in the context of the concept of New Public Management.
Results. It is found that New Public Management is a concept for achieving goal orientation, efficiency and profitability in the public sector. These normative goals are aimed at creating better conditions for a more thorough rethinking of state measures and responsible units to replace linear development, which will allow for accurate editing of deficits and changes in specific conditions.
The analysis of public administration reform in Germany and Finland allows us to state that the German model of adapting reforms focused on management is an example of a rather modest application of selected NPM ideas without abandoning the traditional model of public administration. In Finland, the reforms influenced the emergence of projects aimed at forming a new structure covering the production of services (implemented through cooperation and project activities). Thus, in the new model, the role of the executor of goals, which the public service assumes, becomes more important than the control function.
Conclusions. Therefore, the proposal to use the experience of Germany and Finland to promote administrative development in Ukraine in the form of model experiments is feasible. However, this also raises a number of questions regarding theoretical development and practical implementation – within the latter, the main problems are financing and organization (planning, implementation and evaluation), as well as registration and ensuring results. The experience of Germany and Finland is particularly important for increasing the effectiveness of the approach, given the fact that Ukraine has experience due to numerous projects already implemented.
