Meritocratic Democracy as a Catalyst for Post-War Recovery and Development of Ukraine’s Economy
Abstract. Introduction. Post-war development and economic recovery of a country is a complex phenomenon, which is proved by the historical experience of many countries. Solving this problem for Ukraine will be complex and difficult due to the negative situation that existed before the outbreak of the war: an inefficient economy, which corresponded to the level of agrarian Third World countries, an inefficient socio-political system and bureaucracy, post-pandemic problems, technical and technological backwardness. The negative synergy effect is also formed by the general dynamics of the global market, the transformation of the world economy into the service sector, AI and robotics, physical destruction of Ukrainian objects and the decrease in the economically active population. The analysis of input parameters and retrospective analysis formed the conclusion that the use of classical approaches and tools won’t be effective.
Purpose.. The lack of real historical experience and transformation indicators of post-industrial countries shows the necessity of developing new tools. The goal is to create a new approach to the socio-economic structure that will combine the advantages of a democratic country, allow for a qualitative improvement of the state apparatus, and provide tools for the implementation of unpopular measures. Another goal is to create a general model of the country’s development based on business foundations from the sphere of innovative clusters.
The results of the article are the following: the concept of meritocratic democracy was described and substantiated with a list of its limitations and advantages; the list of prospective economic sectors, which should become priorities for Ukraine in general and the Podilia economic region (cluster) in particular.
The results of the work could be a catalyst accelerating the development and transformation of the economy after reaching the pre-war indicators.
Conclusions. The concept of meritocratic democracy is the next step in the development of state systems, which helps to combine the best achievements of democratic and non-democratic systems.
The transformation of economic regions into clusters makes it possible to increase the efficiency of resource, financial and other resource flows.
Specialization of each cluster makes it possible to attract enterprises to the cluster and accelerate development in high-potential sectors.
The materials considered in the article are universal and can be adapted to the changing conditions and can increase the efficiency of the state apparatus, as one of the “bottlenecks” of modern Ukraine.
