Methodical Approach to the Construction of Information System and Components Analytical Assessment of Institutional Autonomy at Universities
Abstract. Introduction. The important step is to assess the components of institutional autonomy at the University for reforming and modernizing the system of higher education. The process of evaluating components allows you to evaluate effectively the degree of their autonomy through the rating system more. The system of institutional autonomy indicators should be defined to compare national higher education curricula for autonomy and to establish relationship between autonomy and other indicators (productivity, financing process, quality, availability, etc.). The system of institutional autonomy indicators allows a unified approach to informational and analytical assessment of the institutional point of view. The process of informational and analytical assessment of the institutional autonomy at the university is a multifaceted task that incorporates its analysis.
Purpose. The aim of the work is to develop a methodological approach to building information system and components analytical assessment of institutional autonomy at the higher educational institutions on the basis of a generalized indicator.
Results. Some results achieved during the study are achieved, namely: authors’ approaches to the definition of the concept essence “institutions autonomy of higher education” were analyzed; theoretical approaches to the process of informational and components analytical assessment of institutional autonomy at the university were summarized; the list of indicators for assessing the components of institutional autonomy was formed; the components indicators of institutional autonomy were grouped together; the higher educational institutions of Ukraine were divided into groups based on the integral indicators that were calculated; the level of institutional autonomy of higher educational institutions in each group was determined.
Conclusions. University autonomy should contribute to the achievement of the strategic goal of increasing the competitiveness of Ukrainian specialists in the world labor markets was identified during the study. University autonomy promotes the country’s introduction into a single European educational and scientific space in order to ensure sustainable development of society.
