Regulatory support of customs risk management in Ukraine
Introduction. Taking into account existing trends related to the development and improvement of the customs risk management system in Ukraine, the subject of reviewing the existing regulatory framework for customs risk management issues becomes a significant update.
Purpose. The purpose of the article is to analyze the current regulatory framework for customs risk management in Ukraine.
Results. The article analyzes the current regulatory framework of customs risk management in Ukraine. It is determined that the main approaches to the use of risk management system tools in the customs system of Ukraine are fixed in the updated Procedure of risk analysis and assessment, development and implementation of risk management measures in the customs system of Ukraine, which is approved by the Order of the Ministry of Finance of Ukraine dated 31.07.2015 № 684. It was established that in order to improve the existing regulatory framework for customs risk management, the Ministry of Finance of Ukraine developed a Strategy for the development of risk management system in the field of customs control for the period up to 2022 and the Activity Plan for its implementation approved by the Government.
Conclusions. Therefore, it should be noted that improving the regulatory framework for customs risk management will increase the efficiency of the work of customs authorities during customs control and customs clearance as a result of the implementation of relevant approaches to risk management. In particular, the implementation of the developed Strategy will enable the effective functioning of a modern, adapted, multifunctional customs risk management system in Ukraine. It will have the ability to improve and develop at both the central and regional levels, using a variety of sources of information whose main goal is to achieve an optimal balance between the simplification of international trade procedures and the provision of an adequate level of customs control.
