PRIORITIES OF RATIONAL NATURAL RESOURCES MANAGEMENT
Introduction. The socio-economic development of regions and problematic aspects for finding the optimal approach to preservation and reproduction of natural resource bases are important and need further scientific studies, develop proposals for sustainable use of all levels of government.
That is why there is a need to develop approaches to ensure the development of regions with the influence of social, economic and environmental aspects. Actual time in question is to enhance environmental protection measures to preserve the natural resource bases regions, land and adapt to the environmental legislation of the European Union. The need for priority areas of environmental management, study systematic approach to socio-economic development of the country, improve the regulatory process at all levels of government, the formation of the prerequisites for the preservation of natural resource base, introduction of innovative technologies to greening industries, supported by worsening environmental situation in most territories of the country.
Purpose. The purpose of the study is to substantiate the priorities of rational nature management and preserve the quality of the environment in the regions of the country in order to minimize environmental risks and preserve the natural resource base, biodiversity, national wealth of the state.
Results. Existing environmental problems have an impact on the regional features of the territories, which is due to the natural and climatic features and the natural and resource support of the territories, both quantitatively and qualitatively. The ecological situation of a separate territory depends on the concentration of production, including dangerous, technological equipment and compliance with norms in the use of natural resources, including natural resources. The growing environmental burden proves the existing violations of environmental legislation and needs to be addressed through the introduction of appropriate measures for the sustainable management of nature.
Conclusions. The priorities of rational use of nature in the regions of the country on the principles of approximation of the legislation to the European Union law in the field of environmental protection are grounded and generalized. The basic stages and priorities of realization of approaches to the rational use of nature and preservation of the environmental quality are determined in view of the obligations, national environmental policy, norms of European and international law on environmental protection.
It is envisioned that approximation of the legislation to the EU law in the field of environmental protection will help to realize long-term goals in preservation and protection of the environment, including at the cross-border level, will promote the development of the economy sectors on the basis of resource and energy conservation (on the principles of green “Economy), as well as preservation of territories for life and life of the population, which is fundamental basis of the priorities of national security of any state of the world.
