Priority Approaches to the Socio-Economic Development of Rural Areas
Abstract. Introduction. The solution of problematic approaches to the development of rural areas in recent years has become a priority direction of socio-economic development in many, first of all, developed countries of the world. The impact of negative socio-economic changes requires the development and formation of complex directions and approaches to the development of rural areas, taking into account a number of features that are gaining weight.
Purpose. Research of the essence, goals, directions, tasks and approaches to the implementation of rural territories in the conditions of the development of a strategic course of socio-economic development, justification of approaches to the socio-economic development of rural territories, modern principles of the implementation of a comprehensive approach to the socio-economic development of rural territories.
Results. Intensive agricultural land use leads to the decrease of soil fertility due to its over-compaction, in particular chernozems, loss of lumpy-granular structure, water permeability and aeration capacity with all the ecological consequences.
The sale of agricultural land has created an urgent need to establish an effective management mechanism in the field of use and protection of state agricultural land, prevention of abuse, prevention of social tension in this area.
Conclusions. Solving these problems is possible if the following approaches are followed:
– spatio-temporal complex state land management forecasting, planning and design at the national, regional and, above all, local levels. On this basis, specific options for decisions are designed, developed, substantiated and adopted, and strict regulations are established in ecological, economic, social and other aspects, which answer all problematic questions and determine the ways and methods of rural development;
– modeling options for selection and formation of objects and subjects of land ownership and land use as the main products of land reform, which carry out long-term rational use of nature in specific natural conditions, the need to obtain comprehensive reliable information on all factors that can influence at the first (preparatory) stage on the results;
– development of high-precision digital maps of the relevant territories and the whole country, which at the same time will serve as the basis of the National Multilayer Geoinformation System, including cadastral and registration data and constantly updated.
Only by following these approaches it is possible to start the preparatory stage of inventory and certification of the existing state.
