Regional Policy of Ukraine: European Experience and Domestic Realities
Abstract. Introduction. In 2022 Ukraine was granted the status of a candidate for membership in the European Union and is currently working on the implementation of the recommendations of the European Commission. At the same time, it is necessary to adapt the system of regional development management to the European standards and to create new mechanisms of regional development management aimed at ensuring the effective functioning of the regions in the conditions of protection of the country from russian aggression and further post-war reconstruction.
Purpose. Analysis of the process of adaptation of regional development management in Ukraine according to the European approaches and taking into account the military-political realities in the country, theoretical construction of the main directions of post-war recovery of the regions of the country.
Results. It was established that Ukraine has developed a solid theoretical basis for regional policy, mechanisms for implementation of regional policy are being developed and gradually improved. Adjustment of institutional support for regional development management is taking place in state building in accordance with European standards and the realities of domestic regional policy. It has been determined that the practical implementation of the state regional policy is possible only after the end of military actions, when there is a clear understanding of the socio-economic, environmental, demographic and humanitarian situation in each region affected by the full-scale invasion of the Russian Federation. It has been noted that today regional development issues are somewhat secondary, and the priority remains to ensure the country’s defense capability.
Conclusions. It has been proved that the priority of the state policy in the short term should be the completion of the reform of local self-government, territorial organization of power and adaptation of regional policy to the standards of the European Union, so that post-war Ukraine will receive a prepared legislative base and an effective institutional component of regional policy for further recovery and development of regions.
