SOCIAL CAPITAL OF TERRITORIAL COMMUNITIES AND THEIR ASSOCIATIONS
Introduction. The article reveals the relevance of the study of administrative and territorial reforms on the basis of the association of territorial communities from the standpoint of the formation and use of social capital.
Purpose. The of the article is to investigate the processes of establishing associations of territorial communities, as well as to propose mechanisms for their activation on the basis of the formation and use of social capital.
Results. The results of decentralization of power are analyzed, advantages and disadvantages of the process are highlighted.
On the basis of literature searches, the essence of the concept of “territorial community” as a complex hierarchical socio-political and economic system, which should be considered as a set of interrelated, interacting features of the community, united on a territorial basis and is part of society, is defined as the primary sub- an issue of local self-government, as well as a bearer of common economic interests. The essence of the concept of “social capital” as a set of able to bring income of ties and socio-economic relations that arise in a certain social network on the basis of existing norms and trust are revealed. The mechanism of the influence of social capital on the formation and association of territorial communities is considered.
The application of the expert estimation method for determining the socioeconomic efficiency of the activity of a separate territorial community, comparative assessment of the activity of territorial communities and their associations in the region, as well as the feasibility of the creation of united territorial communities is proposed. Conclusions are made on the comprehensive involvement of the population in this assessment, which will contribute to the development of the most important components of social capital – social networks, norms and trust, which, in turn, will intensify the processes of creation and functioning of territorial communities and their associations.
Conclusions. The conclusions from the foregoing material, which became the basis for determining the prospects for further research.
