Strategizing Local Economic Development of Territorial Communities in the Context of Security Challenges and Post-war Recovery
Abstract. Introduction. The article addresses the critical transformation of the socio-economic space of Ukrainian territorial communities under the influence of unprecedented security challenges caused by full-scale military aggression. It is substantiated that traditional approaches to strategic planning, developed in conditions of relative macroeconomic stability, proved to be insufficiently adaptive to modern threats. The study highlights the necessity of shifting from static planning to dynamic “strategizing” as a continuous management process. The author emphasizes that in the current context, security has evolved from a secondary factor into a fundamental imperative—a “zero stage” for any managerial decision, without which investment planning and sustainable development lose their practical feasibility.
Purpose. The purpose of the article is to provide a theoretical substantiation and develop a methodological toolkit for strategizing the local economic development (LED) of territorial communities under security threats, aimed at ensuring their economic resilience and systemic post-war recovery.
Results. The study differentiates between the concepts of “strategic planning” and “strategizing,” defining the latter as an agile management technology that integrates long-term vision with mechanisms for constant adaptation to external shocks. A key focus is placed on the management of relocated human capital. The author proposes a model for the economic integration of Internally Displaced Persons (IDPs), viewing them not as recipients of social aid but as a strategic asset for the community’s economic diversification. Using the case of the Mykolaiv city territorial community, the evolution of strategic priorities is analyzed: from the pre-war model of linear growth to an adaptive model of resilient recovery. The research identifies priority directions for improving LED strategizing, including the introduction of scenario-based and risk-oriented modeling (Agile-strategizing), digitalization of monitoring through platforms like DREAM, and the creation of inclusive platforms (Economic Development Councils) for dialogue between authorities, business, and the public.
Conclusions. The study concludes that the modern model of local development must be based on the “Smart Security” concept, which combines infrastructure protection with technological modernization according to the “Build Back Better” principle. It is proven that the success of post-war recovery depends on the ability of local governments to move from reactive crisis management to proactive strategizing focused on building resilient systems. The proposed instruments, such as “rolling planning” and risk-oriented modeling, provide communities with the opportunity to not only withstand security threats but also to form a foundation for a qualitative economic leap in the post-war period. Further research should focus on developing quantitative indicators for assessing the economic resilience of communities and exploring mechanisms for insuring military risks within public-private partnerships.
