The Current State of the Decentralization Process and its Prospects for Development in Ukraine
Introduction. At the present stage of the democratic development of Ukraine, as a rule of law, the implementation of the decentralization of power reform, whose main purpose is to increase the effectiveness of the activities of local government bodies, occupies an important place. At present, decentralization has overcome the phase of the voluntary process with a breakthrough character and is gradually moving into the phase of command implementation. It is necessary to emphasize that this stage is absolutely necessary, since the completion of the process of restructuring of administrative-territorial units will allow Ukraine to achieve the full extent of positive changes, which is the main purpose of decentralization.
Purpose. The purpose of the study is to report on the current state of the decentralization process and offer possible prospects for its future development in Ukraine.
Results. The article deals with the theoretical aspects of decentralization as a basis for the establishment of a democratic governance model. The importance of implementing the reform of decentralization of power in the democratic way of development of Ukraine as a rule of law is determined. The advantages of the decentralization process in Ukraine are investigated. The results of the first stage of the decentralization process in Ukraine are analyzed. It has been suggested that decentralization processes will be put in place that will enhance democracy in the country and increase its stability.
Conclusions. According to research, the process of decentralization, which began in 2014 in Ukraine, is a positive trend. We found the following results of decentralization: an increase in the number of UTCs, an increase in the income of local budgets, an increase in revenues of local budgets, the general fund, modernization of educational institutions, medicine and social protection, and the implementation of road transport infrastructure projects.
We have proposed a number of measures to help the decentralization process develop effectively in Ukraine. With the introduction of effective state control and public oversight, monitoring of factors and threats affecting the decentralization process in Ukraine that take place in the territories of the UTC, it will be possible to obtain the desired results in the formation of effective local self-government and the creation of appropriate comfortable conditions for the citizens of the UTC timely high quality services at the right level.
