The Effectiveness of Managing Educational Institutions at the Local Level
Abstract. Introduction. The theoretical basis of the research involves an analysis of regulatory documents governing the management of educational institutions, the reporting of the education department of the Berezan urban council, as well as scientific works by both domestic and international scholars on the topic of effective management of educational institutions at the local levels. It is determined that education is a state priority, ensuring innovative, socio-economic, and cultural development of society. The essence of educational institutions is examined, and their classification is conducted. It is established that the management of educational institutions is carried out at both the national and local levels.
Purpose. The object of the study is the system of managing educational institutions at the local self-government level. The aim of the research is to assess the effectiveness of managing educational institutions at the local level and to develop recommendations for improving the quality of education in accordance with the needs of the local community.
Results. It has been established that the Department of Education, Culture, Youth, and Sports is a structural unit of the Berezanska Village Council, consisting of a head, two education specialists, one culture specialist, a lawyer, a secretary, as well as heads of structural subdivisions, who are subordinated to the education department based on the principle of direct subordination and are not legal entities. The network of general education institutions in the Berezanska Village Council is formed in accordance with the legislation, taking into account the socio-economic and demographic situation, as well as considering the cultural, educational, and other needs of the local community and society. It has been determined that all educational institutions of the Berezanska Village Council are communal property, and their funding is provided by the community. An analysis has shown that the total number of students enrolled in lyceums and gymnasiums of the village council is 1221 individuals. The largest number of students is enrolled in the Berezansky and Krasnyansky lyceums, while the Tashinsky and Dmytrivsky lyceums do not have graduating classes at all. The quantitative composition of pedagogical staff indicates that the majority of teachers have higher education, demonstrating their ability not only to convey information but also to develop critical thinking and creative potential in students. It has been established that the village council strives to provide funding for all community general secondary education institutions. The funds are used for teacher salaries, purchase of educational materials, maintenance and repair of premises, as well as for the development of educational programs.
Conclusions. It has been demonstrated that the implementation of distance learning technologies enhances the quality of education through the use of interactive methods, multimedia resources, virtual lectures, and interactive assignments. An analysis of the main web resources has shown that each platform has its own features and capabilities, allowing for effective online learning. It has been determined that effective management of educational institutions at the local level requires flexibility, innovation, and the ability to adapt to changes in the educational environment.
