Lending to Higher Education as a Factor of Strengthening Ukraine’s Financial Security
Abstract. Introduction. In the current conditions of society development, higher education is certainly an important factor in the development of the state economy and the strengthening of its financial security. The imperfection of the mechanism of lending to higher education existing in Ukraine and compliant with legislative and regulatory support led to government losses and termination of its functioning. The current situation creates certain negative consequences for ensuring the financial security of Ukraine. There is a need to strengthen the financial security of the country as a whole and its components, in particular, by improving the mechanism of lending to higher education and implementing effective programs for its effective functioning.
Purpose. The main purpose of the study is the analysis of lending of higher education as a factor in increasing the level of financial security of Ukraine.
Results. The economic nature of lending to higher education is analyzed and its legal basis is considered. It is substantiated that financial security of the country is an integral part of national security, a complex and multifaceted phenomenon, which can be influenced by various external and internal factors, among which is the level of effectiveness of the mechanism of lending to higher education. Using the method of correlation and regression analysis and construction of the certain econometric model, we have hypothesized that there are independent indicators that characterize the development of higher education in Ukraine (the number of institutions of higher education of III-IV accreditation level). It is substantiated that there is a direct relationship between the independent and dependent variables, and the model developed according to the Fisher F-test is adequate. Mathematically, there is a strong relationship between dependent and independent variables, which confirms the feasibility of introducing measures to improve the lending mechanism of higher education in Ukraine, which will improve the financial security of the country.
Conclusions. The concept of development of lending to higher education is presented as a way of strengthening the level of financial security of Ukraine, which structurally consists of the following elements: objects; subjects; strategic and tactical goal; system of principles and functions; ways of development of the lending mechanism to higher education and expected results from their implementation.
