Analysis of Conceptual Problems of Property Assessment in the Property Management System
Abstract. Introduction. The purpose of this article is to analyze key issues in improving the effectiveness of property valuation in the property management system. The peculiarities of state property management that influence the process of property valuation are determined. Theoretical approaches to the definition of basic concepts are analyzed. The content of the systematic approach in public property valuation is substantiated.
Results. The place of the economic system of state property in the socio-economic management system is indicated. State property objects are organized according to the structure of property rights. The material structure of state property has been determined. Ways to improve the management of state property on the basis of a systematic approach are proposed.
The scientific novelty of the obtained results is to study the conceptual problems of property valuation in the property management system.
Conclusions. The practical significance of the results obtained is to identify conceptual problems of property valuation in the property management system, namely: the lack of clarity of legislation and procedures in the field of property management; lack of a complete register of state-owned and administered territorial community real estate; lack of a system of market valuation of real estate objects and a clear definition of real estate use rights; absence of unfinished construction objects in the market circulation; lack of infrastructure; it is extremely difficult to enforce property rights in small and medium-sized businesses; lack of sufficient guarantees in the field of real estate; lack of free competition, which underlies the free market; the only guarantee of maintaining a democratic system is to provide citizens of our country with property, etc., which in the end directly affects the effectiveness of evaluation activities.
Improvement of state regulation of valuation activity and its inclusion in the system of property management in combination with a number of proposals for the use of market valuation in the lease and sale of state and municipal property will help to solve the urgent task of improving state property management in the modern Ukrainian economy.
