Civic Crowdfunding as a Form of the Public-Private Partnership
Abstract. Introduction. Mechanism of civic crowdfunding allows financing both private and public projects, so it becomes especially relevant as alternative way of financing some projects in addition to the funds of the state and local budgets. Civic crowdfunding provides both financing of projects and participation of citizens in public life.
Purpose. The purpose of the study is to identify the features of civic crowdfunding as a form of public-private partnership.
Results. The article highlights functional, resource and institutional approaches to understanding civic crowdfunding. The factors influencing the decision-making of citizens regarding participation in the financing of public projects are disclosed, in particular, the presence of an active public position, the possibility of access to technical means, the presence of political interest. Funding models for public projects based on funds raised through crowdfunding are identifed: co-financing by the state or local authority and full financing at the expense of citizens’ collected funds. SWOT-analysis of civic crowdfunding as a form of public-private partnership was carried out, defined that civic crowdfunding can provide opportunities to intensify the implementation of projects in the field of culture, science, increasing the defense capability of Ukraine, social assistance, regional development.
Conclusions. Proposed to consider civic crowdfunding as an innovative state service, with the help of which, on the one hand, citizens realize their political interests, and on the other hand, satisfy their needs for participation in public administration and get satisfaction from helping other people, saving the environment or cultural heritage. Revealed that the basis of civic crowdfunding as a form of public-private partnership is financial technology tools.
