Analysis of the defense planning system based on the capabilities taking into account the leading experience of NATO member states
Abstract. Introduction. Federation against Ukraine, the Decree of the President of Ukraine from February 24, 2022 No. 64/2022 introduced martial law in Ukraine, which is currently being extended. The article analyzes the current system of defense planning in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine.
Purpose. Accordingly, the study focuses on the system of defense planning in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine. Priority is given to measures to improve the system of defense planning and the introduction of capability-based defense planning approaches.
Results. The analysis of the current state of defense planning in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine revealed a number of problems in its organization. The main problems include: the imperfection of the defense planning system, its inconsistency with the budget process, especially in medium-term and long-term planning; low level of coordination of defense planning procedures in the Armed Forces of Ukraine with similar procedures in other components of the defense forces; insufficient consideration of the leading experience of foreign countries.
The article offers directions to improve the system of defense planning, taking into account the leading experience of defense planning based on the capabilities of NATO member states, including under the legal regime of martial law, as a task for measures in the medium term and directions for further scientific and applied research.
Analytical processes carried out within the framework of the review of the capabilities of the Armed Forces, depending on the set goal and tasks, should be the main tool for substantiating the indicators of defense planning in the current dimension and for the future in the conditions of martial law. Under such conditions, the process of defense planning will become systematic, ensure the validity of indicators, and significantly increase the effectiveness of the implementation of the introduced mechanism.
Conclusions. On the basis of the analysis, it is proposed to carry out defense planning under martial law conditions in two main directions: planning within the framework of ensuring the current needs of the Armed Forces when they perform operational tasks in accordance with the current resources allocated by the state; development of concepts, strategies, programs and other planning documents for the development of the capabilities of the Armed Forces on the basis of forecast indicators of the state’s resource capabilities.
