Conceptual Foundations for the Sustainable Development of the Sanatorium-Resort Sector Under Regional Management

Abstract. Introduction. The modernization of the sanatorium-resort sector remains an urgent task for Ukraine’s regional economy, especially in the context of decentralization, digitalization, and post-war reconstruction. Currently, there is a clear managerial gap: the industry develops either at the micro-level (management of individual health resorts) or at the macro-level (state institutional policy). Consequently, the regional level of governance (meso-level) lacks comprehensive tools to transform fragmented health resorts into integrated, sustainable, and shock-resistant spatial systems.

Purpose. The article aims to substantiate the conceptual foundations for the sustainable development of the sanatorium-resort sector within the regional governance system by integrating modern theoretical paradigms, sustainable development goals (SDGs), and the current legislative framework of Ukraine.

Results. A modified system of principles for regional management of health resort destinations has been developed. The key scientific novelty is the introduction of the author’s principle of resilience. Unlike reactive crisis management, resilience focuses on building a proactive institutional immunity of the system against exogenous shocks through human capital capitalization and digital transformation. Based on these principles, a multi-level conceptual model of sustainable development for the sanatorium-resort sector has been constructed. This model consolidates state, regional, and local management into a unified loop based on the quad-helix interaction (government–business–science–community). The model directly incorporates the expansion of sanatorium functions towards medical and psychological rehabilitation of veterans and internally displaced persons, cross-sectoral integration, and alignment with EU environmental standards.

Conclusions. The study proves that modern security imperatives and European integration vectors require a radical shift toward comprehensive spatial management of recreational areas. The practical value of the proposed model lies in its direct applicability for designing regional development strategies, territorial communities’ recovery programs, and public administration audit systems.
