Impact of the War on the Implementation of Social Protection of Ukrainian Citizens
Abstract. Introduction. During times of martial law, a primary concern for the state is protecting the citizens from the problems caused by the political conflict. It is the state’s responsibility to provide its citizens with the necessary means for survival. Therefore, urgent action is required from government officials to develop effective mechanisms and methods for social protection. The country is currently facing a challenging financial situation that affects various aspects of the state’s existence. Therefore, providing social assistance to the population and protecting them during wartime is a pressing issue.
Purpose. The article aims to examine the implementation of social protection in Ukraine during martial law.
Results. The essence and necessity of social protection were considered, the main aspects of providing social assistance to citizens of Ukraine were investigated, and the importance of implementing social protection of the population in wartime was determined. An analysis of expenditures on social assistance in 2021-2023 for the population of Ukraine before and during the war was carried out, and the poverty level of the population of Ukraine in 2018-2022 was also analyzed. The article presents a number of legal acts regulating social protection in Ukraine adopted during the period of martial law. It also notes that the main goal of social policy reforms in the medium-term perspective is to strengthen social protection for various categories of citizens and to comprehensively regulate the social protection system in Ukraine.
Conclusions. he outbreak of a full-scale war in Ukraine has had a significant impact on the social protection of its population. The conflict has resulted in increased expenses for social assistance, and it is predicted that this trend will continue in the future. The number of Ukrainian citizens in need of support and decisive action from the state has significantly increased due to these events. Therefore, it is important for the state to provide social protection and assistance during crisis situations such as war. In the future, Ukraine should focus on comprehensive arrangements for its social protection system.
