Occupational Safety Management in Territorial Communities of Ukraine: A Risk-Oriented Approach and Institutional Support
Abstract. Introduction. The theoretical, methodological, and applied principles of forming an occupational safety management system in territorial communities under decentralization conditions have been studied. The importance of transitioning from a supervisory and control model to a risk-oriented approach, which is based on the identification and minimization of hazardous factors and occupational risks, has been proven. It has been proven that local programs play a compensatory role in implementing preventive measures. Directions for improving local safety management systems have been substantiated, particularly institutional strengthening, the introduction of a risk-oriented approach, the professional development of responsible staff, and the integration of occupational safety standards into the socio-economic development strategies of territorial communities. The practical significance of these results lies in their potential application to the formation of effective local occupational safety management systems.
Purpose. The article aims to substantiate the theoretical and methodological principles and practical mechanisms for establishing an occupational safety management system in territorial communities under decentralization. Determination of institutional models and assessment of the level of organizational support. Development of directions for improving safety management at the local level.
Results. The practical significance of these results lies in their potential application to the formation of effective local occupational safety management systems.
Conclusions. The occupational safety management system in Ukraine has been found to function as a multi-level, integrated model. This model combines the mechanisms of state regulatory and legal regulation, institutional control, and the practical implementation of safety measures at the level of territorial communities and business entities. This architecture ensures the formation of a unified safety space; however, its effectiveness largely depends on the institutional capacity of the local government.
