Strategic Capacity of a Post-Conflict Region within the System of Long-Term Economic Development
Abstract. Introduction. The article examines the theoretical and methodological foundations for the formation of the strategic capacity of a post-conflict region within the system of long-term economic development. The relevance of the study is determined by the need for a comprehensive scientific understanding of recovery processes in regions that have experienced large-scale destruction of production, social, and institutional infrastructure, as well as by the necessity to shift from fragmented stabilization measures to an integrated development model capable of ensuring structural economic transformation, enhanced resilience, and minimization of repeated shock risks. Under conditions of growing uncertainty, particular importance is attached to developing an integrated approach to assessing a region’s ability not only to restore lost resources but also to transform its economic system in line with long-term strategic priorities.
Purpose. The purpose of the study is to substantiate the concept of strategic capacity of a post-conflict region, to determine its economic nature and structural components, and to develop methodological principles for its assessment in the context of ensuring long-term development.
Results. As a result of the research, an original definition of strategic capacity is proposed as an integrated and dynamic ability of a regional economy to ensure recovery, structural adaptation, and sustainable growth through the coordinated interaction of resource, institutional, managerial, socio-economic, and security mechanisms. A structural model of strategic capacity has been developed, considering the phased nature of post-conflict transformation and the changing significance of individual components depending on the stage of development. A system of principles and indicators for assessment is proposed, combining static state indicators with dynamic, structural-adaptive, and shock-resilience characteristics, which makes it possible to interpret capacity as a process of long-term adaptation of the economic system.
Conclusions. The research findings can be applied in the formation of regional post-conflict recovery policies, the development of strategic planning documents for territorial development, and the improvement of assessment mechanisms for the capacity of regional economic systems.
