European Integration Directions for Improving the Management of Motor Transport Enterprises in Ukraine
Abstract. Introduction. The article examines the functioning of Ukrainian motor transport enterprises in the post-war period, characterized by large-scale infrastructure destruction, disrupted logistics chains, shortages of technical resources, and the urgent need to modernize management processes. Particular attention is paid to the challenges associated with low levels of digitalization, outdated management practices, non-compliance of rolling stock with European technical and environmental standards, and the complexity of customs, border, and regulatory procedures that limit the competitiveness of Ukrainian carriers in the European market.
Purpose. The purpose of the study is to identify the key directions for modernizing the management of Ukrainian motor transport enterprises in the context of post-war recovery and European integration, as well as to determine the priority measures required for their successful integration into the European transport system.
Results. The study analyzes the European Union requirements that must be fulfilled by Ukrainian carriers to gain access to the EU internal transport market. It is established that successful integration requires harmonization with European standards regulating access to the transport profession, drivers’ working conditions, vehicle technical and environmental compliance, digital monitoring, and transport safety. The research demonstrates that the current condition of transport infrastructure and border crossing delays remain significant obstacles to the effective operation of transport enterprises. It is substantiated that the reconstruction and modernization of transport infrastructure are essential for integrating Ukraine into European logistics networks. The estimated infrastructure recovery needs for 2025 amount to USD 17.3 billion, while secured financing covers only USD 7.4 billion, highlighting the necessity of continued international support. Particular attention is given to the priorities of the RDNA4 recovery framework, including modernization of border infrastructure, reconstruction of roads and bridges, and expansion of cooperation through the Solidarity Lanes initiative. The study also emphasizes the importance of improving professional competencies through the implementation of the CPC certification system and strengthening cooperation among government institutions, educational organizations, and professional associations. Furthermore, digitalization is identified as a strategic priority, with integrated information systems and automated management processes contributing to greater transparency, lower corruption risks, and higher operational efficiency.
Conclusions. The study concludes that the sustainable development and international competitiveness of Ukrainian motor transport enterprises depend on comprehensive infrastructure modernization, harmonization of national legislation with EU requirements, accelerated digital transformation, and the development of human capital. The implementation of these measures will strengthen the resilience of the road transport sector and facilitate its full integration into the European transport area.
