Modernization of the Mechanism of Strategic Management of Changes in the System of Strengthening the Financial and Economic Security of Agricultural Enterprises
Abstract.. Introduction. The article substantiates the theoretical and methodological provisions of the risk-oriented modernization of the organizational and economic mechanism for managing strategic changes in the system of strengthening the financial and economic security of agricultural enterprises. The content of the organizational and economic mechanism for managing strategic changes is disclosed and its author’s interpretation is proposed. The need to transition from functionally separated and reactive management to an integrated preventive model is substantiated, in which risk management is built into all stages of the strategic change management cycle. The main directions of the mechanism’s modernization are determined. A risk trigger system is developed, which ensures early detection of critical deviations and forms an information basis for timely revision of strategic decision parameters. It is proposed to differentiate management actions in accordance with the level of financial and economic security, permissible risk, resource potential and seasonal production limitations of an agricultural enterprise. A scenario-adaptive model of managing strategic changes is formed. A risk-oriented approach to resource provision of strategic changes is substantiated.
Purpose. The purpose of the study is to theoretically substantiate and develop methodological provisions on the risk-oriented modernization of the organizational and economic mechanism of strategic change management in the system of strengthening the financial and economic security of agricultural enterprises. Achieving the set goal involves clarifying the essence and components of the specified mechanism; determining the prerequisites and directions of its modernization in the conditions of increasing riskiness of economic activity; substantiating the integration of risk management into the process of forming and implementing strategic changes; developing a system of risk triggers for timely detection of critical deviations; forming an approach to the differentiation of strategic decisions depending on the level of financial and economic security, permissible risk and resource capabilities of the enterprise.
Results. The results of the study confirm that the integration of a risk-oriented approach into the strategic change management system significantly increases the level of financial and economic security of agricultural enterprises. The proposed modernized organizational and economic mechanism demonstrates a clear relationship between the risk profile of the enterprise, the level of its risk appetite, the priority of strategic changes and the nature of management decisions, which makes it possible to timely adjust the portfolio of changes in accordance with the transformation of the internal and external environment. The results also demonstrate the synergistic effect of combining risk-adjusted selection of strategic alternatives, scenario management, resource reservation, KPI/KRI system and control points, which ensures increased manageability of strategic changes, reduced risk burden and increased adaptive capacity of agricultural enterprises.
Conclusions. The application of a risk-based approach to strategic change management creates a methodological basis for strengthening the financial and economic security of agricultural enterprises. Modernization of the organizational and economic mechanism based on a risk profile, scenario management, risk-adjusted selection of strategic changes and a system of control indicators allows to increase the validity of management decisions, the timeliness of response to threats and the adaptability of enterprises to changes in the external environment. Further research should be directed at testing the proposed mechanism at agricultural enterprises of various scales and production specializations and quantitatively assessing its impact on the level of their financial and economic security.
