Problems of Functioning and Directions of reforming Security-Oriented Development of Territorial Communities
Abstract. Introduction. The article examines the management of community development under conditions in which war risks transform the economic behaviour of territories. The relevance of the study is determined by the combined impact of infrastructure destruction, budgetary constraints, migration pressure and growing social needs, which significantly complicate the functioning of territorial communities. Under these conditions, local governments are required not only to maintain basic public services and restore critical infrastructure but also to create conditions for long-term socio-economic recovery and sustainable development.
Modern challenges caused by military aggression require the transformation of approaches to local governance and strategic planning. Community development management should be based on the principles of resilience, security orientation and institutional adaptability, ensuring the integration of economic, social and infrastructural priorities into a comprehensive recovery policy.
Purpose. To substantiate the key problems of territorial community functioning in wartime and post-crisis conditions and to identify practical mechanisms for their security-oriented development through the improvement of local governance, financial sustainability and strategic planning.
Results. The study identifies the major constraints to community development, including damage to critical infrastructure, narrowing of the local revenue base, excessive pressure on social services, labour shortages and the predominance of reactive management practices. It is demonstrated that these challenges reinforce one another and create systemic barriers to sustainable territorial development. The research analyses the factors limiting the effectiveness of local governance, such as uneven distribution of security risks, financial disparities, instability of budget incentives, insufficient integration of security priorities into planning processes and fragmented coordination among stakeholders. Priority directions for improving community development management are substantiated, including the development of community security-economic profiles, integration of risk assessment into budgeting, diversification of financial resources, coordination of recovery actors, implementation of digital monitoring tools and strengthening social resilience.
Conclusions. The study confirms that security-oriented community development should be considered as an integrated model of local governance, combining economic resilience, institutional capacity, effective resource management and coordinated recovery mechanisms. The practical significance of the obtained results lies in the possibility of their application in the preparation of local development strategies, recovery programmes, budget planning and decision-making aimed at strengthening the resilience and long-term sustainability of territorial communities.
