Resilience Management of Territorial Communities as a Basis for Sustainable Development in a Changing Security Environment
Abstract. Introduction. The contemporary development of territorial communities in Ukraine takes place under conditions of a rapidly changing security environment caused by full-scale military aggression, socio-economic instability, demographic transformations, climate change, and European integration processes. These challenges require a reconsideration of traditional approaches to sustainable development and highlight the growing importance of resilience as a key characteristic of territorial governance. In this context, resilience should be viewed not only as the ability to recover from crises but also as the capacity to adapt, transform, and ensure long-term sustainable development under conditions of uncertainty.
Purpose. The purpose of the article is to substantiate the theoretical foundations of resilience management of territorial communities as a prerequisite for sustainable development under a changing security environment, to clarify the essence of the concept of resilience, to distinguish it from related categories, and to propose a conceptual model of resilience management for territorial communities.
Results. The paper analyzes contemporary scientific approaches to sustainable development and resilience in both international and Ukrainian academic discourse. Particular attention is paid to the evolution of the resilience concept from ecological systems theory to its application in public administration and territorial governance. A comparative analysis of the concepts of resilience, stability, adaptability, security, and crisis management is conducted, demonstrating that resilience is a broader and more integrated category combining resistance, adaptation, recovery, learning, and transformation. Based on the theoretical analysis, the author proposes a definition of territorial community resilience management as a purposeful process of developing and implementing managerial decisions aimed at enhancing the community’s capacity to anticipate, prevent, respond to, adapt to, and recover from internal and external threats while maintaining sustainable socio-economic, environmental, and institutional development. Furthermore, a conceptual model of resilience management is developed, illustrating the relationship between security challenges, the public governance system, economic, social, institutional, and environmental resilience, and sustainable territorial development. The study argues that resilience should be considered not merely as one component of sustainable development but as its fundamental governance prerequisite.
Conclusions. The research demonstrates that the traditional understanding of sustainable development requires reconsideration in response to contemporary security challenges. Under conditions of prolonged uncertainty and increasing risks, resilience becomes an essential governance characteristic ensuring the continuity of community functioning and the achievement of strategic development goals. The proposed theoretical approach and conceptual model may serve as a methodological basis for improving public governance mechanisms, developing local development strategies, and designing systems for assessing the resilience of territorial communities in Ukraine. Future research should focus on developing indicators and methodological tools for measuring community resilience and integrating resilience assessment into strategic planning and decision-making processes.
