State Road Fund of Ukraine Under Wartime Conditions: Current Challenges and Development Guidelines
Abstract. Introduction. The reform of Ukraine’s road sector introduced the State Road Fund, a centralized budgetary mechanism aimed at ensuring the stable and transparent financing of road construction, reconstruction, repair, and maintenance. The Fund was established within the state budget to improve the efficiency and predictability of infrastructure financing.
Purpose. This study examines the transformation of Ukraine’s State Road Fund under wartime conditions, identifying its current challenges and strategic development priorities in the context of changing budgetary and infrastructure needs.
Results. It is clear that the State Road Fund played a crucial role in accumulating, allocating, and utilizing budget resources for road infrastructure development. An analysis of the Fund’s funding mechanisms shows that it initially ensured the systematic financing of the road sector. However, under martial law, the Fund’s financial architecture was significantly transformed due to the reallocation of budget revenues and the shift of state priorities toward defense needs. These changes have led to a reduction in stable revenue sources and a reorientation of the Fund toward supporting critical transportation infrastructure and emergency road maintenance.
Conclusions. The State Road Fund requires strategic adaptation to wartime constraints, including diversification of funding sources, enhancement of financial flexibility, and integration with national transport recovery strategies. Efficient resource allocation is identified as a prerequisite for ensuring the sustainability of Ukraine’s road infrastructure system during crises.
