Strategies for the Transformation of Marketplaces in Ukraine: Challenges, Trends, and International Experience
Abstract. Introduction. The problem of assessing qualitative parameters of business structures’ readiness for risk-oriented development management under conditions of increasing uncertainty and environmental complexity has been investigated. Existing approaches are mainly focused on quantitative indicators and do not adequately capture latent management characteristics such as risk culture, integration of risks into strategic management, organizational adaptability, and innovation capacity.
Purpose. The purpose of the study is to develop a methodological approach to assessing qualitative parameters of business structures’ readiness for risk-oriented development management, ensuring formalization of latent characteristics and integration of multiple data sources.
Results. A structured system of qualitative indicators grouped into strategic-innovative, financial, operational, and managerial components has been proposed. The feasibility of applying a data triangulation principle has been substantiated, combining formalized (documents, reports) and non-formalized (expert judgments, observations) sources of information. A set of complementary methods, including expert evaluation, survey-based assessment, content analysis, and observation, has been applied. A cyclic assessment model has been justified, enabling the integration of evaluation results into the management system through feedback mechanisms. The outcome of the proposed approach is a readiness profile that reflects the level of development of each component and allows identification of critical gaps requiring managerial intervention.
Conclusions. The proposed methodological approach enhances the reliability and comprehensiveness of readiness assessment and supports informed decision-making under uncertainty. It enables the transition from one-time diagnostics to continuous monitoring and improvement of management systems. The approach can be applied across different types of enterprises and serves as a basis for further development of integrated qualitative-quantitative assessment models and digital analytical tools.
