The Mechanism of Implementing a Short-Term Educational Project Management System in Higher Education Institutions
Abstract. Introduction. The modern academic landscape is increasingly defined by the rapid compression of traditional educational timelines and severely restricted windows for complex skill mastery. When combined with the high-stakes, critical consequences of training failures, these intense pressures demand entirely innovative and agile frameworks for governing university instruction. Traditional, slow-moving administrative methods are no longer sufficient for fast-paced environments. Instead, brief educational initiatives require highly flexible, responsive administrative models that guarantee swift strategic choices, optimal resource distribution, and dependable, measurable educational results. This adaptive management approach becomes especially vital within specialized, tactical military instruction, where the margin for error is non-existent and operational mistakes carry severe real-world costs.
Purpose. The goal of this research is to validate the structural framework for administering brief educational programs in universities, while defining its core modules, rollout phases, and leadership responsibilities.
Results. The research evaluates modern frameworks in project-based administration, digital evolution, risk mitigation, and KPI usage within universities. The resulting model blends organizational, operational, human resource, data-driven, and tracking elements. It outlines the specific phases of institutional adoption, defining the educator’s duties as project director and the student’s involvement across all project stages. Ultimately, this system merges project management theory, digital tracking, metric-based evaluations, risk analysis, and flexible governance into a singular operational loop.
Conclusions. This framework provides the structural foundation needed to successfully execute brief educational initiatives within universities. By utilizing this approach, institutions can systematically plan, track, assess, and refine their programs while boosting administrative agility during condensed training periods. This system proves especially critical in military education, where program success relies on swift skill acquisition, prompt leadership decisions, and the critical avoidance of tactical mistakes.
